Nearly all of the scanners that you can listen to using the app are provided by people that volunteer to provide scanner audio for their area (using a real scanner radio and their own computer) for web sites like Broadcastify.com, RailroadRadio.net, etc. (and others are provided the agency's themselves).
The only way for a new city or area to be added (or made available) is if someone in that area volunteers to provide an audio feed for Broadcastify.com, etc. If someone in the area volunteers, the feed they provide will appear in the app's directory automatically.
