This can happen if your device fails Google's "Play Protect" certification checks.
You can see if this is the cause by following the steps below:
- Launch the "Play Store" app
- Tap on your profile picture icon (displayed in the top-right corner of the screen)
- Select "Settings"
- Select "About"
- See the text that is displayed below "Play Protect certification"
- If it doesn't say "Device is certified", tap on the text and then expand the "Device isn't certified" section of the page to see a list of possible causes.
